This should be true. However, it isn't many leaders do look at the color, religion, and nationality. There has been these in the past where if you were different from other you would be treated other or not even noticed. For example, back in WWII Hitler wanted to get rid of all the Jews just because they were Jewish. There are even events where they are napping today.
