Gambling is no doubt a very common social practice of human kind since a long time ago. Furthermore, gambling has long been considered as a legal industry that brings billions of dollars to many nations in the world. Despite of the great benefits it brings, gambling industry is not totally free from drawback. Gambling has been constantly condemned for its negative outcomes. In fact, gambling is accused of being the cause for much social evil practice. Thus, to many countries, this particular type of industry is not legal and popular. For instance, an addicted gambler may spend almost all his time in casino instead of work or family. Gamblers tend to commit criminal acts in a desperate effort to finance their debt. Moreover, those factors that related to criminal activity have a tendency to appear around casino area, such as money laundry, prostitution, usury, burglar, homicide, etc. Take Connecticut as an example, “In Connecticut alone, there was significant increase of embezzlement from 43 in 1992, the year the first casino opened, to 214 in 2007. The increase is nearly 10 times that of the national average.”(Citation 2). According to the article “Dice or No Dice: The Casino Debate in Massachusetts”, the author states that crime rates did not increase when a casino first opened by began to slowly arise during the first year of operation, then the crime rates significantly rose. In Massachusetts, “After the fifth year of a casinos‘ operation, robberies increased by 136%, and aggravated assaults (91%), auto theft (78%), burglary (50%), larceny (38%), and rape (21%) also climbed” (citation 2*). Besides, gambling addiction also create the higher rate of depression and bankruptcy. Turning to the bad effects of casino to a whole society. First of all, let’s have an overall view on Vietnam. Vietnam is a developing country in Southeast Asia. More importantly, the major industry in Vietnam is agriculture and the majority in Vietnam is paid with low wage. The quality of life in Vietnam has been significantly enhanced, however, it is still quite low. The gap between the rich and the poor is still very large. Thus people have lots of things to worry about. There are plenty questions should be asked according to situation of Vietnam at the moment: Will the pros of casino industry be able to compensate for its drawbacks once it operated in Vietnam? What could happen if the poor and the average class or even the rich spend all their time and money for gambling? Will this phenomenon be a good thing since Vietnam is on its process on development and is demanding for a great man force for other types of business that are more “effective” and “efficient”? The answers for these questions are too obvious to be mentioned. Therefore, the government should make casino industry illegal and ban any activities that relate to gamble? Unfortunately, it is not just that simple. Will the gambling ban completely stop people from gambling? At the moment, the government of Vietnam strictly prohibits any type of gambling, but the more the policies are issued, way more ways people can find out to trick the authorities. In fact, there
