The reason as to why it is so difficult to clean up is because the oil sits in an awkward position right underneath the surface of the water. As for the emissions from industries and manufacturing companies, they have begun to convert to using electricity as their main source of energy/power which will help prevent the release of all the hydrocarbons in the air. Replacements for household and farming chemicals are still being worked on and developed to avoid all the harmful chemicals being released if not to at least help decrease the amount being emitted. Some of the solutions for water pollution are a bit easier than for air pollution. When it comes to oil spills these can easily be avoided if companies complete their duties and properly maintain the oil rigs. Fertilizer run off is just an issue of placement rather than just dumping it in the ocean companies can find a better use such as biofuel or store where it can later be used as fertilizer for the new crops. As for littering it is just a matter of everybody cleaning
