Arbogast Proposal: A Case Study

While sitting stationary in the 1400 block of N Arbogast in a fully marked squad car, I (Ofc R Hemphill) was approached by a known juvenile requesting to be let in her mother's apartment. I recognized the female as Madison Smith from previous police contacts. The female was recently reported as a run away juvenile by her mother. I then reviewed reports to confirm her run away status.
While reviewing reports, Madison Smith advised she needed to use the restroom and forgot the key to her mother's apartment. I then observed a report in which
CPS served paperwork to make Madison a ward of the state. I then observed
Madison had a package of cigars in her possession and was aware of her age 15. I then contacted a supervisor and advised him who I

I advised him of my intentions to cite Madison then release her. I advised I was unable to contact her mother as well but she was not in the system as a run away any longer. While writing the citation, Madison was becoming more irate and uncontrollable. Madison was reaching behind her body and into the top of her skirt behind her. I then removed Madison and searched my back seat for contraband. No evidence was located during this search. She was then advised to stop moving around while her citation was being written.
After writing the citation, Madison was removed from the back seat. I was then removing her handcuffs when a clear plastic baggie fell from her skirt. The baggie contained a green leaf like substance. Madison was then placed back into handcuffs and into the rear seat of my squad car. The baggie was collected by
Sgt Sines. The baggie contained a green leaf like substance which later tested positive for synthetic marijuana.
Madison was transported to 115 N Broad for charges of possession of synthetic marijuana and juvenile in possession of tobacco. While driving to the police station, Madison was kicking her feat into the rear seat of my patrol car and screaming. Once on station, she calmed down after speaking with Sgt. Starcevich. She
