It is known that Apo Island MPA sprung out from the Marine Conservation and Education Program of Silliman University in 1980s headed by Dr. Angel Alcala. Through this community education program, the concept of no-take sanctuary evolved. The three years of dialogue and persuasion from Silliman University were crucial prior to implementation of the sanctuary in 1982. With the help of NGOs, the academe became an essential actor in developing a sound management program for the island’s fishing grounds in 1985. Even after the establishment of the marine protected area, Silliman University and its Marine Laboratory continued overseeing and doing research and extension work for the succeeding years. It has assisted the community in various ways, such as helping to obtain grants for building an information center, preventing construction of incompatible structures on the island, facilitating the assignment of policemen to help enforce the rules and regulations of the reserve, giving advice on the use of coral reef resources and helping in the preparation of project proposals( cite ). DENR is responsible for the enforcement of rules, regulations, and guidelines on the issuance of licenses, permits, concessions, lease agreements and other privileges concerning the development, exploration, and use of marine, freshwater and brackish water resources of the country (Balgos & Pagdilao 2002). To strengthen its role and mandate in coastal resources management, DENR established the Coastal Environment Program in 1993. The program was mandated to coordinate and spearheads the department’s projects on the management of the coastal environment, the broadening of its mandate added fisheries, marine and aquatic resource concerns within the mandate of DENR (Salamanca & Luna, n.d.). The Coastal Environment Program (CEP) of DENR aims to uplift the socioeconomic condition of the country's coastal populations through the protection of the environment and the implementation of strategic interventions. These interventions include resource assessments, community organizing, information and education campaigns, and identification and establishment of impact sites and seascapes (Balgos & Pagdilao 2002).
