Frank reported that he has been charged with crimes on at least 5 different occasions. Most of the crimes were drug related charges such as possession and possession with intent to distribute (small quantities of pot, barbiturates), and some simple assaults while intoxicated. He has a history of Driving Under the Influence of alcohol (DUI) charges and lost his license last year as a result of a DUI arrest. His most serious charge of Child Endangerment resulted in the death of his daughter and 5 ½ years in prison followed by 6 years of parole. He is currently in his fifth year of parole but may be in violation. Franks alcohol abuse is longstanding, beginning at the age of “12 or 13” followed by drug
