Mr. Wright was lucky to be released early on parole. His parole officer, Anthony Hill was assigned to him and he was placed under maximum supervision. He was to have a home and job at all times, he was under narcotic surveillance, and placed in an outpatient drug treatment program. Wright was supposed to report to Mr. Hill once a month. Anthony should have known why Wright was fired form AMVET and when he began his new job as an employee of Unfoldment. Wright did not report to Hill on several occasions and Hill failed to cite to the Parole Board for failure to report.
Wright reached out to report to Hill on December 12, 1994 and Hill was “not available”. Due to Hill being unavailable and failing to do his job, Wright was referred to another

Hill was not aware. A month later, Wright tried to report to Hill and he was not available. Wright was able to meet Hill for counseling and Hill noticed that he was using heroin, he referred Wright to go to treatment but Wright failed to show. Wright was soon arrested for possession with intent to distribute cocaine, the Board was notified on July 3rd; his preliminary hearing was scheduled for July 7th; Hill did not issue the parole warrant until July 7th which was the day of his preliminary hearing. Hill also did not inform the court that this arrest was most likely coming due to the fact that he was using the previous month and that he failed to show for drug treatment. Due to Hill’s irresponsible behavior, Wright was not detained by the Parole Violation Warrant, instead he was released from custody. Wright was not brought back to prison, he was to report to Pretrial Services Drug Testing Program and he bailed on the program. Over three months went by with no interaction between the PSDTP, Hill, or Wright. Hill failed to notify the Board or anyone, soon enough Wright robbed and murdered Bettina Pruckmayr. Wright’s parole officer, I would not have been lenient toward him in any way; nothing would be slipping through the cracks. I would have listened to my supervisor (Green) and conducted a self audit on my caseloads so that I could manage them all. I would have cited every violation and allegation present, I would have filed the parole violation warrant the second I heard about the arrest or wasn’t in contact with him. I would notify the court about him using, and I would make sure that he was going to the drug treatment program. Unlike Hill, I would make it the top listing on my calender to appear at Wright’s Revocation Hearing. I would have made sure that my report was valid and had no typographical errors such as; “this officer has knowledge of Wright’s legal means,” when in fact it should have said this offices has no knowledge of Wright’s legal
