The problem is animal neglect, most problems with animal owners is caused by timing, health and wealth. What causes most of these animal owners to neglect their pets it due to timing, they do not have time to care or play with the animals anymore, they work too much or they have a new child in the home who now occupies all their time. Another cause could be health, the owner has gotten too old and does not know what to do with the animal at this point. Father more, they cannot afford it. They owner is already struggling to take care for him/her self and buy the things that they need, so now they are unable to pay for an animal on top of that.
In the long run the animal, veterinarian, or future own may be affected by this. Does it matter it
