Also, he frequently uses the fear tactic of Mr. Jones coming back, which arouses fear within the animals and all around the farm, making it seem like whatever he is doing is going to benefit the animals when in reality, it is only going to benefit him. The objective being to alter the farm for his own good, Napoleon wins at the end, but more bad comes out of the victory than good, and his follower Squealer becomes a factor.
