Bentham was an English philosopher and one of the founders of the Utilitarianism movement. Utilitarianism is an assumption about what everyone should do as people. In the 1800s, the rights for animals was discovered and the idea that animals should be treated differently, grew about. Bentham impacted many people and the way that they looked at animals. On April 10, 1866, the American Society for the Prevention of Cruelty to Animals which is known as the “ASPCA”, was founded by Henry Bergh. Bergh worked at a diplomatic post office at the Russian Court of Czar Alexander ll, where he noticed that horses were being beaten by their drivers. Later when Bergh was in New York, he attended a meeting at Clinton Hall where he argued that protecting animals was a big problem to people. Nine days after the New York State legislature was convinced to pass the ASPCA authorization, it became a law in the United States and allowed the ASPCA to scrutinize any problems and to make arrests. The Animal Welfare Act controlled the use of animals for experimentation, research and education. It had soon gotten around that at the University of Pennsylvania Head Injury Clinic, monkeys had received head injuries during experiments used to help human accident victims that had impaired or disabled limbs. This situation eliminated federal funding from the Department of Health and Human Services due to a video that they had seen of the animals (Bloyd41). In 1990, citizens sent letters to Barbara Bush asking her to free the monkeys due to the Silver Spring Monkey case. The request was not taken care of, so Alex Pacheco and Ingrid Newkirk decided to take matters into their own hands to try to get the abuse of animals noticed. Pacheco and Newkirk wanted to expose the abuse of animals in production for food and experimentation. Alex Pacheco decided to get a job at the Institute for Behavioral Research to do a discovery case on how the lab was ran. Once he entered the lab, he saw cockroaches everywhere, dead and alive. There were even old cages which have rusted but had animals still in them along with a lot of feces and rat droppings.
