Migration and Population was an important thing in the Ancient world because the more people that migrated into a country, the more the population grew consequently, the more resources were needed like food, water and housing, then more jobs were needed. The higher the population grew, the more migration appeared, in addition of this happening more civilisation happened.

If the law was broken there were very severe punishments for you offence, the punishments could be getting dragged by horses, getting quartered (being cut into four part) or getting your head chopped off. So clearly the punishment was a lot worse than now.
