The black veil symbolizes atonement for sin in general, mourning for the sins of his people, cover up of sin, or secret sin in the hearts or it could be a penance for Mr. Hooper’s specific sin. To the townspeople, the black veil left them perplexed by Rev. Hooper’s present behavior, believing and thinking that either he has lost his wits or he has committed some terrible sin.
