The United States Census Bureau defines rural by first identifying two types of urban areas. Those areas are urbanized areas (UAs) with a population of 50,000 or more people, and urban clusters (UCs) with a population of at least 2,500 and less than 50,000 people. Therefore, rural consists of all populations, housing, and territory that do not fall into the category of an urbanized area or an urban cluster (Geography, 2015). In the fact sheet titled Strengthening the Rural Economy - The Current State of Rural America (The White House, n.d.), “ rural counties with greater than 25 persons per square mile are classified as high-density rural; those with fewer are classified as low-density rural”.
