To reinvent means to make major changes and or improvements (citation). The problem with government before this concept was the size and its inefficiency. Bureaucracies are very large organizations and completing tasks can be a strenuous process. The basic concepts of reinventing government is that government should “steer not row”, it should focus on the needs and wants of the public (treating them like customers), it should decentralize, and most importantly it should compete with private organizations. To elaborate, the concept of “steering and not rowing” means that government should provide a framework for the operation of programs, rather than actually operating programs itself (citation). Furthermore, the government should decentralize, trimming the national government giving states as well as local government more autonomy. Treating the public like customers or clients personalizes government allowing the public to become more aware or involved in the policymaking process. Lastly, fostering and environment where public as well as private organizations compete for jobs. This allows diversity of ideas but must importantly it keeps costs low in turn saving the national government money. The National Performance Review was a helpful way to implement and restructure the government. It began on March 3rd 1996 it was a six-month review lead by vice president Al Gore. He gathered experienced federal workers and organized them into teams to examine federal agencies and issues that cut across agencies, such as personnel, procurement or budget policies (citatation). Its goal was to identify the problems and introduce ideas for savings (citation). With the implementation of privatization it allowed the government to transfer businesses or services from public control to private control. This environment made the government more conducive for competition which allowed the services to become low and effective.
