This makes sense this letter was written from a Spanish army guy during this war to the American general saying how he will listening to the Americans and obeying their orders. They are fighting for their independence. This source does not surprise me since there was war going on in that country at the time for their independence. The only thing that surprised me was that I did not know they talked to the United States like that so that was new to me. This source is representing a change in Cuba of getting them independence. That they need to keep the United States Army in Santiago to help control public order for the people of the city. I feel I would need to do more research on how the war got started and why The United States went into Cuba. I would need a refresher of what was going on. That he thinks the people that were appointed to the city were not chosen from the people ,but from the royals in Spain. Garcia sayings he will cooperate with United States army and be theirs to help the people of the city get the right letters dos they can get there independence back. He is protesting to the United States to help them get their independence back and saying he will help them do it and work for them. An example is when Garcia said, “I beg to say that these authorities have never been elected at Santiago by the residents of the city but were appointed by royal decrees of the Queen of Spain”, this shows how is protesting for them to help him take over the city and help the people get their independence. Another part is when Garcia said, “I would give my cooperation to any measure you may have deemed best under American military law to hold the city for your army and to preserve public order until time comes to fulfill the solemn pledge of the people of the United States to establish in Cuba a free and independent government.” (Arnove &Zinn,pg. 242). This shows how Garcia is protesting to the United States military to stay and help them get their independence back from Spain.
