The simplest would be to create or strengthen a department of the United Nations. The purpose of the revised United Nations would be to stop genocide while it is happening rather than just to deal with the aftermath. The UN would steal hand out punishments, but the United Nations would also have the ability to stop the act while it is in progress. This is necessary because anyone that carries out genocide is not of sound state of mind. There was a former SS officer, from the Holocaust, who claimed he had a moral guilt for the Holocaust, however there was no sign that he regretted not killing a baby. The baby, to keep the story brief, was ripped from a Jewish woman's arms and then would not stop crying. So the man that was the former SS officer picked it up, and threw it against a wall. The baby stopped crying and the SS went back to whatever they were doing, without batting an eyelash (Schofield). Find a person that could do that and is of sound mind. Find a person that is mentally stable and could do that and go about their business for most of their life and not feel any sort of remorse. The answer is simple. There is not a person like that at all. Anyone who commits genocide or helps commit it for that matter needs to be stopped and then persecuted to the fullest extent. The reason being that if they are not stopped they will keep going and if they are not persecuted and find another position of power, they will likely attempt to or commit the same crimes again.
