As suggested during the Pre-civil war government believed in saving a child. During this period was the growth on democratic concepts and increased in self -realization. This meant for the child welfare new awareness of children as young children expected to participate in a democratic government. However, this d not turned well, because of the increased number of immigrants that American claimed were not aware of traditional American child-rearing practices. The main goal of the reformed of American society was for children were to save the country for democracy, they had to first be saved. Birthwell one of the general agent of Boston’s Children Aid society describes the changes of the practices. He financially made the connection between the individualized family and individualized child. He believed removing a child from the home would cause harm, instead strengthening family ties could be more beneficial to the child. Birthwell philosophy was now serving a much higher population (Stern, Axinn, 8th edition). The progressive Era was highly beneficial for the children. There were many child saving reforming initiated such as Child labor legislation, mother’s pension, day care, foster, and juvenile courts. For decades’ children were viewed a as economic engine, many where taking away from their home due to their financial situation. Even during the child saving which left out many immigrants and African American children who remained to work. In the progressive era, the government goal was for children to stay home. Providing parents with the appropriate sources would benefit the child. If the child remain home, the child did not have to go through any transition to the system, they would not be treated as working machines. Furthermore, movement have mother’s pensions which benefited children, because they no longer had to work or be taken away from their home.
