Tom thinks that he should be life sentenced in this situation and his records. The judge did not sentence Bayley the maximum punishment was because Bayley’s guilty plea showed that he was remorseful and he should be given a non-parole term, and that he has some chances of being released in the future. Tom thinks that he was not remorseful and he described Bayley is the worst person he ever met. He feels that Bayley will not stop committing crime even he was on parole. Adrian Bayley was one of the six criminals who committed crime when they are on parole. This shows that criminals in Victoria took parole as an advantage. After this unfortunate and horrifying rape and murder crime, The Victorian Government changed the legislation that violent sex offenders will be sent back to jail immediately if they re-offend others. This will not only happen to criminals that are on parole but also to any criminal who were released from prison. Furthermore, people who breach their parole will receive a penalty of three months in jail, and or a $4,200 fine. Police also have the powers to arrest and charge a parolee for breaching their paroles’ terms and conditions and so this will improve the safety of the communities. Besides, before prisoners are granted parole they must prove that they are low risk
