Gaining trust from citizens is a crucial part of obtaining intelligence and protecting the rights and liberties of Americans. Community policing has been combined with intelligence-led policing together to fight terrorism (Hughes & Rowe, 2007). It has been shown when the community does not trust the government it inhibits gathering intelligence (Virta, 2008). Academics and pracitorciorners support the idea to use both community policing and counterterrorism (Murray, 2005).
The police need to reach out and to the communities and show effort that they want to build a better relationship with them. Communities with poor collaboration with the police can make it easier for terrorist cells to infiltrate and recruit. Traditional tactics rely on deterrence theory which may not be a proper theory when dealing with Islamic-terrorists.
