Alexander Glustrom, the filmmaker who produced the documentary “Big Charity” suspected that there had already been plans to replace Charity Hospital before Hurricane Katrina.
According to the doctors and military personnel present at the cleanup,
But, in order to qualify for FEMA, Charity Hospital’s damage had to exceed fifty percent of the cost to rebuild.
After Katrina, LSU had already set a plan to rebuild Charity, which would also include the Veterans Hospital, which also sustained damage.
In order to make this happen, the State of Louisiana bulldozed the Lower Mid-City neighborhood. The two hospitals were to share thirty-seven acres with federal approval.
