After viewing the chart and reading the narrative from AELAS Business Case, it is obvious that our LEAs are not receiving equitable access to technology. Even though they are given equal amount of per pupil funding, they are are not able to make equal purchases with these funds. Simply examining the average license cost per user in a system validates this point; very small LEAs pay $57.28 per student license while very large LEAs pay $5.33 per student. As a result, large LEAs are able purchase more a larger quantity of software systems to support teaching and learning; students in large LEA use 9-10 systems while students in small LEAs use only 3-4 systems. This creates inequitable learning environments in Arizona. Students in small LEAs
