The goal of the Affordable Care Act was to increase access of care by offering care to people who could not afford insurance previously. While insurance is not access of care it plays a big role in the type and quality of care available. To increase access to affordable care the Affordable Care Act is to extend coverage to young adults, expand coverage for early retirees, allow states to cover more people on Medicaid, and increase payment for rural health care providers ("Key Features of the Affordable Care Act By Year", 2013 ).
