At-risk students are in jeopardy of failing to finish their education with the skills essential to survive in the real world (Kauchak & Eggen, 2005). Considerable economic implications are a problem for students that drop out or leave school (Kauchak & Eggen, 2005). Being at-risk is a problem that both males and females face. Many females drop out of school because they are pregnant, which leaves them with the burden of raising a child on a less than poverty income (Kauchak & Eggen, 2005). These students are the focus of PREP because they experience the highest rates of teen pregnancy and childbirth (Center for Disease Control and Prevention, 2012).
Community Adolescent Pregnancy Prevention Grant Program is a program developed by the Department of Human Services. The CAPP is made up of 23 community coalitions (or grantees) that provide services to at least 60 counties across Iowa (Eyes Open Iowa, 2012). These coalitions work together with schools, churches, businesses, youth and their families to provide medically correct, age appropriate, abstinence based programming that encourages sexual health and dependable decision making (Eyes Open Iowa, 2012). Community grantees of CAPP are required to implement an evidence-based pregnancy prevention curriculum with a local partner agency or school (Eyes Open Iowa, 2012). Some of the curriculum include Be Proud! Be Responsible! Be Protective!, Draw the Line/Respect the Line, Making Proud Choices, and Reducing the Risk. Each of these curriculums listed employ the 17 Characteristics of Effective Curriculum-Based Programs, which have been assessed to show positive changes in teen sexual behaviors (Eyes Open Iowa, 2012).
