On July 27, 2006, the Adam Walsh Child Protection and Safety Act of 2006 (AWA) was signed by then President George W. Bush. Congress passed this act which is improvements to the bail reform act to discourse, sex crimes and other matters. This AWA Amendments order that in any case relating a minor victim in certain sections of Title 18's Crime and Criminal Procedure or a failure to register offense under § 2250, "any release order shall contain, at a minimum, a condition of electronic monitoring and each of the conditions specified. . . ."
