The advantage of consequentialism is that it doesn’t asking people to be selfish and it’s not isolating nations from each other. The disadvantage is that you run into the collect action problem where each nation thinks the other is going to help the poor and at the end nobody helps the people that need the help. The advantage of Deontology is that it would create a public charity that everyone would be require to contribute equally because it’s important to the United Will of the society, that the ones that can’t take care of themselves are taken care of. The disadvantage is that it’s only for the citizens of the particular society and can’t be given to other nations. I think the theory that would be best to answer the question of helping the absolute poor is deontology if we could make an exception to help other societies and not just our own, because deontology solves the problem of collective action problem by creating a universal taxes and requiring everyone to contribute
