An adult interview of Mr. Francis Torbor was conducted. The interview was conducted privately at Brookdale office. Signed Data Privacy. The interview was audiotaped and also will be uploaded into ECF.
Mr. Torbor reported that he works for Charter Company as full-time and generally works 8:00am to 5:00pm, Monday through Friday.
Mr. Torbor was asked if there was any incident occurred between he and Cecile recently. He reported nothing other than her not attending school regulraly and improving her school grades. He stated that Cecile was not attending school and keeping up with her school grades. He stated that he discussed this with Cecile to attend school reguralry and work on her grades. He also, reported that Cecile has her own mind and does not listen or follow direction. He stated that

Torbor was asked about the incident happened at the aunt's house. Mr. Torbor stated that Cecile reported to him that the boyfriend of the aunt has touched her innaporpriately to her bodypart. This writer asked if the police was contacted regarding the incident. He replaid yes.
This worker asked Mr. Torbor if he was the one who dropped Cecile to the bridge shelter. He replied “yes” and "maybe". This writer informed Mr. Torbor the workers at the Hope street shelter reported that they have been unable to locate Mr. Torbor after repeated attempts. Mr. Torbor just shrugged his shoulders. Mr. Torbor was asked if there is a plan since Cecile just left the Bridge shelter and she has not returned after school according to the woker.
Mr. Torbor stated right after Cecile left, he recived a phone call from the Bridge and he called them back and to let them know that Cecile is staying with him. This writer asked Mr. Torbor if Cecile is with him now and he replaid yes. This writer told Mr. Torbor since Cecile is under age she needs to be supervised by adult. Mr. Torbor reported that he would like Cecile to stay with him, however, if she decides to live there is nothing he can
