Management, a particularly prevalent and indispensable element in 21st century, has been promoted throughout history. Two promotions before 21st century have made significantly effect on the development, division of labour and industrial revolution (Robbins, Bergman, Stagg & Coulter, 2014). They have made a crucial contribution to achieving objectives of efficiency and effectiveness. Thereafter, the general administrative theory which is one of the classical approach of management has been proposed. It has constructed a new perspective of management. Bureaucracy, one of the components of general administrative theory has been developed by Max Weber in early 1900s. It is usually used in large organizations and governments. Employee creativity plays a significantly role in organizations, it is able to enhance the entire innovation within the organization (Amabile, 1988; Oldham & Cummings, 1996). For example, there are varies of types of organizations all over the world. Within the organization, there usually would be a relatively clear management hierarchy which divides the employees into different managerial levels. A organization hierarchy is usually divided into four levels, top managers, middle managers, first-line managers and non-managerial employees (Robbins, Bergman, Stagg & Coulter, 2014). If employees have creative ideas or productive project, they will be able to announce in the organization. Once the higher level managers which include top managers identify the project’s feasibility, there is a great probability that the organization would commence the project so that the organization could make a enhancement. Nevertheless Giles, Daan, Chen and Claudia (2011) conducted a survey of 333 employees in 95 teams at the Taiwan business organizations. This survey critically identified the relationships between employee creativity and bureaucracy. Lower job satisfaction would be bringing few ineffectiveness to the organization particularly for those employees in semi-professional and professional (Finlay, Martin, Roman & Blum). Job satisfaction is the level of satisfaction employees feel about their work and is able to affect employees’ working performance. Bureaucratic organizations are basically strictly structured with a clear hierarchy, rules and regulation (Robbins, Bergman, Stagg & Coulter, 2014). Relatively high job satisfaction is capable of enhancing organization processing efficiency, for example, the new orientation English organization is one of the biggest education organization in China. It is an organization which is obviously not bureaucratic. Since 1993s the organization has been created, the CEO, Minhong Yu, was always focusing on employees. He spent a large amount of time on researching and conducting effective bonus system and organization regulations. Furthermore he tended to treat all of the employees equally so that every employee would be feeling relatively satisfied with they work. Thereafter, this process is able to enhance the job satisfaction. Additionally, Hawthorne Studies, a series of theories, proposed human relation movement.
