The Resident Office Program (ROPE) was started in 1991 with only three officers participation in it and grew by 6 more officers by 1997 (Dempsey & Forst, 2016). These officers participating in the program would like in donated or subsidized housing in areas of town that were in need of more policing. These officers would be on call at all times for any surrounding residents that needed help and would liaison with government resources (Dempsey & Forst, 2016).
