Introduction. The city of Worcester, Massachusetts, is located 40 miles West of Boston, with a population of 181,045 residents, making it the second most populated city in New England. Worcester is also home to over nine colleges and universities that is world-renowned for research and development in biotechnology and the life sciences. The city prides it to be a smart city with vibrant cultures, and educational institutions such as, University of Massachusetts Medical School, Worcester Polytechnic Institute, College of the Holy Cross, Clark University, MCPHS University and Tufts Cummings School of Veterinary Medicine.
Problem Statement. Active shooter incidents are not uncommon in present-day American life. These events occur on city streets, healthcare facilities, educational institutions, small and large towns, urban and rural communities across the United States. The shooters who carry out these malice crimes do not discriminate on age, young or old, gender, male or female, family members, religion, and/or socioeconomic status. With the creasing trends of active shooters incidents in the United States, how can the City of Worcester, Massachusetts, better understand how to prevent, prepare for, respond to, and recover from active shooter incidents?
Capstone project objective. The goal of this paper is to examine: a) several past active shooter incidents; b) active shooter protocols of those impacted communities; c) identify effective active shooter “best practices”; d) analyze the city of Worcester, Massachusetts current active shooter standard operating procedures (SOPs); and d) recommend active shooter “best practices” that might enhance the city of Worcester’s active shooter SOPs on how to prevent, prepare for, respond to, and recovery from active shooter
