The aim is put the all secretaries change to the politically appointed official and the secretaries need to take responsibility in the policy or case when their related. The politically appointed official include all secretaries. The Chief Executive will choose a political team have a common 2 philosophy, so the principal officials will formulate policies and assume political responsibility according to the Chief Executive. It can increase the chief executive administration about the policy and strive for legislative councilors and the public to support the government policy.
Also, another aim is the Hong Kong government want to put the civil servants the power under the chief executive. Sometimes if the chief executive and the secretary haven’t consensus in some policy, the government will lost the public support. So the government always need to strive the public support but the ASPO make the Chief Secretary for

It is make the public to ignore 5 the epidemic severity. Also, the secretary not enough communication to the public and the message to the public is misleading. It make the public think he is trying to downplay the seriousness of the epidemic. So it make the government haven’t whole plan to handle the epidemic and the public doubt. Also, the public and the deceased family dissatisfied the handling and need the government to take a responsibility. So the government need to carry out the ASPO to solve the problem. The Secretary for Food and Health Yeoh Eng-kiong said he will take all responsibility but didn’t resign immediately. Finally, Yeoh in 7th july, 2003 resigned the Secretary for Food and Health. This case can show the ASPO is effective in the government because the secretary have take a all responsibility and give a apologize to the public. Thai political crisis can show the government not to take a responsibility to the public.
Thai political crisis is in 2008-2009. Thai protesters to occupy the Bangkok's two airports. It make more than 160,000 stranded travellers cannot to fly home. Some foreign governments sent the emergency planes to rescue their citizens to make them can safety to back
