Per Arizona policy, all school are required to teach English, materials and subjects presented in English, ELL students grouped in structured English immersion setting for a minimum of four hours and ELL students become proficient in one year. Therefore, in 2006, the AZ ELL Task Force was established and developed the Structured English Immersion (SEI) model with multiple components. Entry to the SEI program is based on the classroom entry and exit component. Students are assessed by their AZELLA scores. Students who are evaluated as pre-emergent, emergent, basic or intermediate are placed in the SEI program, grouped by their proficiency and grade levels. Class size for pre-emergent and emergent students should be 20-23; 25-28 for basic and intermediate students. The SEI classroom content is the second component, which is characterized by instruction of English Language Development (ELD) for at least 4 hours a day. The emphasis is on the language and instruction is focused on the five components of language, reading, and writing. Students at the pre-emergent and emergent levels should receive 45 minutes of oral and conversation instruction; 60 minutes of grammar instruction; 60 minutes of reading instruction; 60 minutes of vocabulary instruction; 15 minutes of pre-writing instruction.
