This includes: civil society, researchers, practitioners, government and the private sector. These kinds of relationships are important overall, not to mention when someone is trying to implement an adaptation policy. There is a strong importance of having opinions and ideas that are carefully chosen, specifically among large groups of entities and groups of people. It is difficult to achieve a strong cohesion with different bodies and becomes even more difficult as highly inequality increases among the nations society. (Midgley, 2012) ‘Collaborative intermediary organizations’ would highly benefit Climate change adaptation. Institutions that would increase the success different plans would become some sort of leader, ensuring that others are doing accordingly to the plan with minimal conflict amongst different stakeholders. These intermediary organizations would translate the scientific data into information that would be relevant to the policy that the stakeholders are looking for. One of them is the absence of authority held by environmental departments and the absence of allowing them to address climate change (Ziervogel, 2012). Provincial and national governments are required to address climate change, though at the municipal level it referred to as an ‘unfunded mandate’. New suggestions in policies state that it should be required at the municipal level as well, but municipal financing is not indicating this yet. Small municipalities have a harder time when it comes to finding and using resources to use towards climate change, while larger cities have started to look for funding internationally to take initiate activities (Ziervogel, 2012). The eThekwini municipality has used funding from the government in order to take some initiative in conducting more research towards biodiversity as well as from donors in order to continue in support towards climate change
