Over the years, the police department has been faced by various complexities resulting to its failure to achieve its presented mission. For instance, unacceptable performance of the police is regarded as one of the factors resulting to police failure. Taking into consideration the presented case on Stanislaus City Police Department, it is clear that that the law enforcement has an outdated model which involves the use of paper-based system to keep its crime records. Also, the officers are not fully trained to effectively deal with crimes at large. To deal with the presented problems, the department is impacted with the obligation of implementing healthy cultures particularly, in the institution’s management. However, the process is demanding and cannot be implemented overnight.

Police Training Officer (PTO) Program is one of the programs that can be used alongside the Community Oriented Policing (COP) Model within the law enforcement. The main objective of the program will be to educate and encourage the officers to engage in proactive thinking. As a result, they will be educated on professional conduct and behavior therefore reducing the incidents of obscene language and complaints. The PTO model will expose the officers to an environment where they can internalize the workforce concepts, learn new concepts, retain and apply them in the academy (Bond & Braga, 2015).
