In the four states (Oregon, Colorado, Washington and Alaska) a policy for market regulation was adopted, and cannabis business was aggregated to the existing regulatory agencies for Alcohol and Tobacco. Such agencies, known as Commissions or Boards, enhanced its structures to incorporate specific policy strategies for cannabis licensing system, production standards, taxation schemes, controls and sanctions mechanisms, as well as education and prevention programmes (Caulkins et al. 2015).
The members of these bodies are generally appointed by the Governor and are supported by executive staff in charge of the implementation of the policies through two specialized commissions: one for business affairs and one for education and public safety issues. In addition the executive organ is technically supported by several sub-commissions for: growers, extracts, infused products, laboratories, licensing, compliance and enforcement, packaging retail and wholesale (OLCC, 2016). Periodically, the agencies held community listening sessions in order to maintain communication with citizenship, customers and stakeholders.
Delivery mechanisms and actors involved are wide and highly decentralized. However, state agencies have no direct participation due to the contradictions with federal law (Caulkins et al. 2015).
