Managed Care is a health care delivery system set up to manage cost, quality, and utilization. Medicaid Managed care allows for the delivery of Medicaid health benefits and additional services through contracted arrangements between Medicaid agencies and Managed Care Organizations (MCOs), that accept a set number per member per month (capitation) payment for services. By contracting with various types of MCOs to deliver Medicaid program services to beneficiaries, states can reduce Medicaid program costs and manage utilization of health care services. Keep in mind the goal is to improve health plan performance, quality, and outcomes.
Furthermore, the state of California provides Managed Care Medicaid programs to over 8.8 million Medi-Cal beneficiaries in all 58 California Counties. As of January 2016, those numbers continue to climb just over 10 million (DHCS 2016). California calls there Medicaid program, Medi-Cal. Medi-Cal Managed Care serves to provide high quality, accessible care that is cost effective through a managed care system. Medic-Cal managed care contracts through established networks of organized systems of care for health care services. These programs emphasize primary and preventive care. Managed Care plans are cost-effective use of health care resources the work to improve access and quality of care.
