The word “government” shows the data is reliable which is particularly effective as readers are made to feel at ease. The writer has included the word “government” as it shows both knowledge and authority. Readers are made to feel shocked by the staggering proportion of ASBOs “awarded to children”. It could also make the reader think as though they have been deceived by the author as the remaining 68% of ASBOs were awarded to responsible adolescents.
