A Complaint And Request For Records Regarding The Legacy School
This is a complaint and request for records concerning the Legacy School, which is a school registered with the Department of Education as a private school under COMAR 13A.09.09 located in Carroll County, Maryland.
My understanding is that Legacy holding itself out as a provider of special education services for charge in violation of Maryland Law. Additionally, I question whether or not their teachers are qualified to teach in a private school in Maryland.
BACKGROUND: Currently, my ex-wife and I are in a dispute concerning my daughter education. My daughter just finished up her seventh-grade year at Dunloggin Middle School located in Howard County Maryland. She has been identified by the Howard County Public School System (HCPSS) as having a "Specific Learning Disability" and therefore eligible for special education services. Concerning the dispute between my ex-wife and Legacy. My ex-wife claims that she was informed by Legacy Staff that they are suitable to meet my daughter 's special education needs in that they have been trained in Orton-Gillingham from Bowman Educational Service, a method for teaching children with dyslexia how to read, which seems to be without merit in this instance since my daughter does not have dyslexia.
