The purpose of the bill is to prohibit companies and individuals from collecting, using, or storing geolocation data from a location based applications without the expressed consent of the individual responsible for that device. According to Assemblyman Wheeler, this bill seeks to address children below the age of 18 who are use various geolocation applications to obtain consent from their guardian. Ary Shark stated that currently private companies are collecting and selling an individual's data without expressing informing them or requesting their consent. As a consequence, this bill would require companies to show a message indicating what they are doing with that individual’s data as well as including an option to either agree to disagree with the terms of conditions. Additionally, Shark stated that the bill would prohibit companies from collecting data from a location based application when the application is not in use. Assemblyman Araujo asked if there were other states who have enacted similar measures. Assemblyman Wheeler stated that California has passed similar legislation and Illinois is in the process of voting for an identical version of Wheeler’s
