Laura could pull Felicia aside during this free read and read with Felicia. Echo reading would be a good way to build word recognition. Laura could fist read the sentence and then have Felicia repeat the sentence following along in the book with her finger word by word. Laura can look for other things such as Felicia not reading with expression, growing frustration when trying to read, and moving her mouth when reading silently. Some other ways Laura, as a teacher, could help Felicia is by giving her independent level text to repeatedly practice, read a short passage to Felicia and then have her repeat it back to her, or have Felicia imitate her voice after she read her a
