2nd Amendment Pros And Cons

I hold the 2nd amendment true, but have realized that something needs to be done to counteract all of the gun violence in America. According to the Gun Violence Archive, around 13,286 people were killed by firearms in 2015. This is 13,286 to many, we need to implement a new law to stop people who have bad intentions when using firearms. America should make it mandatory for any person who buys a firearm, weather long barrel or short barrel to qualify with their weapon. After qualifying they have to take a test that will show their mental state when it comes to making a decision with a firearm.
