After about fifty years of tensions between the United States and the Soviet Union, the Cold War had finally came to end. This was signified by two events: the fall of the Berlin Wall and collapse of the Soviet Union in 1992. When the new Russian President Borish Yeltsin signed the START II pact with President George Bush, not only was both nation’s nuclear weapons programs reduced but all the previous satellite nations the Soviet Union had set up were officially declared free and independent of foreign rule. Bush was elected in the year of 2000, he wanted to push developing America’s post-cold war foreign policy to the side and focus on improving the economy. However just a year later on September 11, 2001, Saudi Arabian terrorists hijacked four American airline planes that had passengers on board with the intent of “kamikazing” into both the Pentagon and World Trade Centers in New York City. Three of the four airlines had successfully struck their target, killing nearly 3,000 people who were just going to work that day. This was considered the biggest and most damaging direct terrorist attack upon the United States in its history. When President Bush addressed the nation over this incident, he made it clear that he would be changing the foreign policy to officially declare war upon terrorism and bring down the men responsible for ordering these type of destructive actions. However, despite having good intentions for the nation, this perspective would cause the foreign policy to receive further criticism because its foundation would not only continued to be influenced by America’s oil addiction, but it would come to a symbolize a mere rash reaction the September 11 terrorist attacks and desire for vengeance more than a thought out plan to handle the situation rationally or efficiently.
