The report made 37 recommendations for action in trend inequalities in health. The report shows that ill-health and death are not equally distributed throughout the population of Britain, with the inequalities is widening not decreasing since the introduction of welfare state in 1948.(pubmed) The Black report concludes that inequalities wasn’t because the NHS was failing, but rather to other social inequalities for example income, diet, employment or conditions of work.(ncbi) One recommendation was to reduce poverty in the UK and to spend more money on health education and prevention of illnesses. When analysing both appendix 4 and 5 together, the top 5 local authorities smoking statistics are Blaenau Gwent, Rhondda Cynon Taff, Merthyr Tydfil, Neath Port Talbot and Wrexham this is shown in appendix 4 that these areas have the higher lung cancer rate. According to walesonline Caerphilly was on the top spot of the most deprived area in 2014 with Rhondda Cynon Taf in forth and Merthyr Tydfil in eighth place.
