12th Street Substation Case Study

On Wednesday, December 28, 2016, Little Rock Police Officers responded to 1221 Reservoir Road apartment # 252 in reference to a shooting that occurred at the residence. Upon arrival, officers observed a black female, who was later identified as Blair Sims (B/F 10-19-1991) inside of the residence suffering from a gunshot wound. Officer advised that MEMS personnel responded to the residence and transported Ms. Sims to UAMS hospital where she was pronounced dead at 1353 hours. Major Crime’s detectives responded to the scene and identified a possible witness, Alexia Stephens (B/F 08-07-1992) who was transported to the 12th Street Substation where she provided a recorded statement to Homicide detectives. Sims and advised that she was leaving the rest of her personal belongings outside of the residence. Ms. Stephens stated that she did not want to be at the residence when she got to the residence because she did not know what Ms. Sims was capable of. Ms. Stephens stated that she called her best friend, Jerrold Howard due to not having any family members nearby. Ms. Stephens stated that when Ms. Sims arrived at the residence to get her stuff, Mr. Howard was in the bedroom. Ms. Stephens stated that she ended up getting into an argument with Ms. Sims because she didn’t want to talk about their relationship. Ms. Stephens stated that during the argument, Mr. Howard came out of the bedroom and went into the kitchen. Ms. Stephens stated that Ms. Sims stated “who is he supposed to be?” and she got on her phone and called someone to come over. Ms. Stephens stated that she ended up in the bedroom with Ms. Sims. Ms. Stephens stated that Ms. Sims pushed her because she said that she was being disrespectful. Ms. Stephens stated that all of a sudden he heard gunshots. Ms. Stephens stated that Mr. Howard had come from the kitchen and shot Ms. Sims. Ms. Stephens stated that she thought that Mr. Howard had shot in the air, but he shot
