Universality
Everyone who is covered by the health care system is covered in the same manner and under the same terms.
Accessibility
There are no financial barriers(e.g., userfees, extra billing) to accessing health care services.
Portability
This principle guarantees mobility rights. Under the existing act, those insured by the health care system are covered (at their home province rate)for health care wherever they may be inside or outside of Canada
Comprehensiveness
The act covers all “medically necessary services.” If services are medically necessary, Canadian nationals are entitled
to them but cannot purchase them; if they are not medically necessary, Canadian nationals are not entitled to them but can purchase them
Accountability
a 6th principle recommended in Romanow report 2002

Canadians will be provided with a transparent accountof how the system is administered, financed, and delivered and of who has responsibility for what

1. Write Canadian Health Covenant
2. Modernize Canada health act (specifically portability, comprehensiveness, add accountability)
3. Fed gov commit funding (25% of cost of insured services under CHA, escalator for stable funding)
4. Create Health Council of Canada
