When is a chord in second inversion?
If the fifth of the triad is in the bass

When does a cadential 6/4 cadence occur?

what beat is it on?
The bass note must be followed by a chord with the same bass note. (usually results in the tonic)

it is on the strong beat
When does a passing 6/4 cadence occur?
it appears between two notes in the bass that move up or down in the same direction (this happens in the bass)
When does a pedal 6/4 cadence occur?
When the bass line remains the same and one of the chords is in second inversion
