The Bay
The Bay Plan can only be carried out on a regional basis.
Uses of the Bay
To provide public benefits as well as treatment of the bay as a body of water, and not as real estate.
Uses of the Shoreline
Shoreline use can be accommodated without the threat of over-filling or loss of resources. Since priority areas are limited, their preservation is required.
Justifiable Filling
Filling is justified when the public benefits from it whether it be for recreation or industry.
Effects of Bay Filling
Filling can be harmful if the natural habitat is destroyed, water is polluted, or the scenic beauty of the bay is diminished.
Pressures to Fill
The pressure to fill increases as population increase because in leads to the need for more land, industries, and accommodations.
Water Quality
Liquid waste is emptied directly into the bay. It is believed that water quality will maintain at a level in which the public can still enjoy it.
Fill Safety
Virtually all fills are atop bay mud, the Commission has appointed an Engineering Criteria Review Board to ensure all safety criteria are met for proposed projects.
Major Bay Plan Proposal
The different projects proposed include: Port expansion, deepen shipping channels, reservation of waterfront land for future industries, development of new recreational/public access activities, maintenance of wildlife refugees, and encouragement of private investment.

Permit Jurisdiction in the Coastal Zone Outside the Suisun Marsh
BCDC has permit jurisdiction of all ares of the bay with tidal activity, all marshlands, salt ponds, and major tributaries in to the bay. The Executive Director and the Commission are empowered to issue cease and desist orders.
Management Network
Effective management requires the participation of agencies whose activities may affect the coastal zone, including Federal, State, Regional, and Local agencies.
