Yes, under Solomon (1 Chron. 26:5, 29:23; 2 Chron.9:8)

No, it cannot be restored until Christ returns and regathers Israel (Ezek.37:24-28) [David's name means "beloved" a title of Christ (Matt.3:17)].
What is meant by the "kingdom of men"?
The various empires that have ruled over the nations and Israel [Babylon, Medo-Persia, Greece, Rome (Dan.4: 17)]. All the "kingdom of men will be replaced by Christ's kingdom (Dan.2:44).
