Have people ever possessed the Holy Spirit power?
Yes - prophets and apostles and some others.

Most have never had the Holy Spirit.
Is the power of the Holy Spirit available to believers today?
No.

It died out with the generation that followed the apostles.

The apostles could hand on the spirit gifts, the people who received the gifts could not (Acts 8:12-17),
How was the Holy Spirit useful in the 1st Century AD ?
As evidence that people who had it were God's and Christ's messengers - to lead people to the gospel (Acts 13:8-11, 14:8-11)
It can be said that we must have "a holy spirit"
This is different - it's a manner of speaking, just like "she was in good spirits".

The word spirit in Greek means the unseen thing that can influence, and often refers to attitude and disposition in the way it is used.

We need to have a disposition which is holy.

unless our spirit or attitude is holy, we will never see the kingdom of God (Rom.8:5-10).
