Enables congress to make all law appropriate to further any power that the constitution grants to any branch of the federal government.
Commerce power
Congress may regulate 1) channels of interstate commerce. 2) persons and instrumentalities in interstate commerce. 3) activities that have a substantial effect on interstate commerce.
Executive war-making power
1) congress has explicitly or implicitly granted authority to do so or; 2) when the rational interest requires such action, provided that congress has not explicitly disapprove of the specific presidential action.
