What is the consequence of the fusion of fascia lata w/ scarpa's/colles/dartos fascia of pelvic area in extravasation of urine?

urethra can be cut and urine will drain into pelvic fascia, instead of draining down w/ gravity, will go up into abdomen bc the fusion w/ fascia lata prevents downward infiltration
